Web Development

We build the web platforms behind the design.

Create IT develops web platforms, CMS implementations, and digital portals for organizations that need more than a website: complex integrations, scalable content management, headless architectures, and technical compliance that standard web agencies cannot deliver. We work from your design (or your design partner's) and engineer the platform that makes it real.

Functional design, architecture, and full development

Create IT covers two distinct phases of web and digital platform work.

In the design phase, we contribute functional UX: information architecture, user flow design, functional wireframes, and the structural decisions that determine how a platform works before anyone draws a pixel. We accompany and validate the design process throughout, bridging the gap between what a visual designer proposes and what the technical platform can deliver. We are almost always present across the full creation process, from early concept to final validation.

What we do not do is visual design materialisation: the brand identity, the visual language, the pixel-perfect UI assets. That work is done by specialist design agencies or your in-house design team. We work alongside them, validate their output for technical feasibility and user experience soundness, and then build what has been designed.

The result is a platform where the design and the engineering were developed in dialogue, not sequentially. Problems that typically emerge at the implementation stage (designs that cannot perform at scale, interactions that break on mobile, accessibility failures that require rework) are caught earlier because we are involved earlier.

If you need a visual design partner, we have a pool of agencies and specialists we work with regularly and can recommend or bring into the engagement. If you have design capability and need the functional UX, architecture, and full-stack development, that is our role.

Web platform capabilities

CMS-based web platforms
CMS-based web platforms

We design and develop web platforms built on content management systems, giving editorial teams the autonomy to manage content without developer dependency. Our primary CMS specialism is Umbraco, which we have implemented for tourism authorities, government institutions, professional associations, charities, and healthcare organizations. For headless and API-first architectures, we also work with Strapi.

We configure CMS platforms for complex editorial requirements: multi-site management from a centralized instance, structured content templates, role-based editorial permissions, workflow governance, and multi-language support.

Headless and decoupled architectures
Headless and decoupled architectures

We build decoupled web architectures where the CMS manages content and a separate frontend (React, Next.js, Vue.js) renders it. This model gives organizations flexibility: content managed centrally, frontend updated independently, performance optimized without CMS constraints.

For organizations moving from monolithic legacy platforms (OutSystems, older CMS versions) to modern headless architectures, we scope and deliver the full migration: new CMS implementation, frontend rebuild, content structure mapping, and integration layer.

Frontend and backend development
Frontend and backend development

We develop frontend and backend for web platforms: component libraries, page templates, search, forms, user authentication, reserved areas, and performance-critical interactions. We implement designs pixel-perfect and build the backend services that support them.

For platforms requiring custom functionality (trip planners, content search, user account areas, booking flows), we build these as backend services integrated with the CMS and with external systems.

System and third-party integrations for web
System and third-party integrations for web

Web platforms do not exist in isolation. We integrate CMS platforms with the systems they need to talk to: ERPs, CRMs, payment gateways, search services, identity providers, and external data sources. This is the technical component that separates a content site from a digital platform.

We have integrated web platforms with: Microsoft Azure services (Blob Storage, Azure Search, App Service, Logic Apps, Application Insights), payment gateways (PayPal, Easypay), Active Directory and Entra ID for SSO, satellite sector systems (tourism ecosystems: golf, events, trails), and custom internal applications.

Technical compliance: accessibility, security, and performance
Technical compliance: accessibility, security, and performance

We develop web platforms to technical standards that institutional clients, regulated sectors, and public procurement typically require:

  • Accessibility: WCAG 2.2 AA compliance (level required by most EU public sector and financial services procurement)
  • Security: OWASP Top 10 security testing and remediation
  • Privacy: RGPD-compliant consent management and data handling
  • Performance: Mobile-first development, Core Web Vitals optimization, SEO-oriented architecture
  • Environment management: DEV/SIT/UAT/PROD environment synchronization for regulated deployment workflows
CMS Specialisation
Umbraco

Umbraco is our primary CMS and the platform where our depth is greatest. We have delivered Umbraco implementations for organizations ranging from regional tourism authorities to national government portals to professional associations with large, complex content structures.

Umbraco gives editorial teams genuine autonomy: content managers publish and update without developer involvement. For organizations with multiple sites, Umbraco's multi-site capability allows centralized management of several web properties from a single instance. For organizations with high content volume and decentralized editorial teams, it provides the governance model to manage that at scale.

We work with current Umbraco LTS versions and handle migrations from older Umbraco versions and from other CMS platforms.

CMS Specialisation
Strapi

For projects requiring a headless, API-first content layer, we use Strapi: a modern open-source CMS that exposes content via API to any frontend. The Tour Tailors website, currently in development and launching in Q4 2026, uses Strapi with a React frontend hosted on Azure.

Legacy CMS migration

We migrate organizations from legacy content management platforms to modern CMS architectures. If your current website is running on a platform that is becoming difficult to maintain, expensive to license, or unable to support the content and integration requirements you need now, we scope and deliver the migration to Umbraco or a headless alternative.

Platforms we have built

Case Study
Visit Madeira (APM): the official portal of the world's leading island destination

The Associação de Promoção da Madeira needed to replace the official Visit Madeira portal with a modern, unified hub that could inspire travellers globally while integrating the full ecosystem of Madeira's tourism: golf, events, trails, local partners, and accommodation.

Create IT built the new platform in Umbraco CMS with pixel-perfect implementation of the new design, a mobile-first and SEO-oriented architecture, and integrations with satellite sector systems. The platform runs on-premises.

Results:

  • +1,140% new users following launch
  • -57% bounce rate
  • Unified platform connecting all local tourism partners
Visit Cascais: tourism promotion portal with Trip Planner

What makes our web development work different

We integrate, not just publish
We integrate, not just publish

Most web agencies deliver a CMS with content. We deliver a CMS connected to the systems your organization depends on: payment gateways, search services, booking systems, identity providers, ERPs, internal applications. The technical complexity that most web agencies outsource or avoid is where we are most experienced.

 know Umbraco from the inside
 know Umbraco from the inside

We have delivered Umbraco implementations for tourism authorities, government portals, professional associations, healthcare organizations, and charities. We know where Umbraco is the right choice (complex editorial governance, large content volumes, institutional requirements) and where a headless alternative serves better (API-first scenarios, multiple frontend consumers, maximum frontend flexibility).

We work to institutional and regulated standards
We work to institutional and regulated standards

Public sector and regulated sector clients require WCAG 2.2 AA accessibility compliance, OWASP Top 10 security, RGPD-compliant consent management, and formal environment management (DEV/SIT/UAT/PROD). We build to these standards as a baseline, not as optional extras.

We bring a partner network when you need it
We bring a partner network when you need it

If your project requires visual design and you do not have a design partner, we can connect you with agencies and specialists from our partner pool: teams we have worked with before and trust. You get a coordinated team rather than having to source and manage separate suppliers.
We do not arrive after design is finished and build what we are handed. We contribute to the functional UX and information architecture from the start, accompany and validate the design process throughout, and build the platform with an engineering perspective that was present from the beginning. This reduces late-stage rework and produces platforms where design and implementation decisions were made in dialogue.
